UCF Research and Commercialization
Office of Research & Commercialization Match Commitment Policy for Proposals to Federal Agencies

UCF Matching Funds for Federal Agencies (MFFA) Form - (Excel Version)

Program Goal: To assist faculty in obtaining federal funds to support their research and scholarly activities.

Deadline: This program will remain open until the maximum commitment level is reached.

Standard Policy for Matching Funds for Federal Agencies (MFFA).

Intent:

The fund is available to provide matching support to enhance the competitiveness of proposals submitted to Federal agencies that will undergo a competitive review and selection process. It is not intended to supplement continuation, renewals or new awards that UCF would have a high likelihood of receiving due to an established funding relationship.

Eligibility:

Proposals submitted to Federal Agencies for competitive review (Post-award requests are not eligible).

Special Note: Proposals submitted to the National Science Foundation (NSF) do not allow voluntary cost share to be placed on line M of the NSF budget page nor in the budget justification. The reason is because NSF views cost share as an eligibility criteria rather than a merit or review criteria. Please see the revised NSF policy on cost sharing (Importance Notice 128, Revision of the NSF Cost Sharing Policy) on the NSF website. All questions can be directed to costsharing@nsf.gov.

Local Federal agencies that provide ongoing support would not be eligible.   In addition, awards that are flowed down from the Federal government by the state of Florida or another university/sponsor through a subcontract award mechanism, is ineligible for this program.

Funding available:

The maximum funding available from the Office of Research & Commercialization is 12.5 percent of the total F&A (indirect) cost collectable from the funding agency.

This must be cash matched 1:1 (dollar for dollar) by the College or Department or Center or Institute or any combination.  No academic or calendar year salary can be used as part of this cash match. Please consult with your administrative management to determine their policy on providing this level of cash match.

Procedure:

Please download and complete the MFFA Form prior to proposal submission. This includes receiving all required departmental and college level signatures. If this is a multi-interdisciplinary proposal and each area is requesting MFFA, then each area is required to have a completed MFFA form.

The Office of Research & Commercialization will review MFFA requests on a case-by-case basis at any time     before the proposal is submitted. ORC staff will present requests for the ORC portion of the match over $50,000 to the Associate and/or Vice President for Research for specific approval. Approval will be contingent upon the availability of funds. If approved, the Office of Research & Commercialization will provide a maximum of 50% of the required match.

Please contact Mr. Doug Backman, Associate Director for Contracts & Grants (407-882-1168 or dbackman@mail.ucf.edu), Dr. Tom O'Neal, Associate Vice President for Research (882-1120 or oneal@mail.ucf.edu), or Dr. M.J.
